I also used the same customer that you showed in the video you shared with me. There was no bug or error in the system. The behavior was as follows:
If the customer had zero balance in store credit, the 2Checkout (2CO) option was visible.
If the customer had less store credit than the product amount, they could pay the remaining amount using 2CO.

Now, I have restricted the system so that it sticks to Store Credit only if the admin has not allowed 2CO for that customer group.
I would also like to clarify one more point: we have not implemented any amount-based limitation for payment methods.

I have tried to fix your issue as much as possible from my side.
