Regarding page accessibility: as mentioned in post #15498, access to all pages is controlled by the admin. Currently, the CLEC inventory page is accessible only to resellers. You can refer to the screenshot shared in post #15498 for confirmation.
Regarding the reservation logic: I have already explained the functionality in post #15477.
